
On Wednesday, April 23, the Deschutes County Board of Commissioners (BOCC) will hold a public hearing to reconsider the Deschutes County 2040 Comprehensive Plan, following an appeal filed with the Oregon Land Use Board of Appeals (LUBA).
The Deschutes County 2040 Comprehensive Plan is the County’s map for the future. It provides the goals and policies that are intended to guide the day-to-day decisions of elected officials and staff. Community Development staff spent more than two years doing extensive community outreach to develop the 2040 Plan.
Last October, the Board of Commissioners voted 2-1 to adopt the 2040 Plan, with Commissioners Adair and DeBone voting “Yes,” and Commissioner Chang voting “No.” Central Oregon Landwatch then filed an appeal with LUBA challenging the BOCC decision.
The reconsideration hearing will allow the BOCC to hear additional testimony on the issues raised by Central Oregon Landwatch. It is important to note that this will be a limited de novo hearing, meaning only testimony related to the concerns presented in the petitioner’s brief submitted by Central Oregon Landwatch will be allowed. The public hearing will be held during the regularly scheduled Board of Commissioners meeting on Wednesday, April 23, at 9 a.m., at the Deschutes Services Building, 1300 NW Wall St. in Bend.
