A Bend Police investigation determined that a 44-year-old Bend resident drove to the area in a black 1988 Jeep and parked on NE Emerson Avenue. Witnesses reported that he exited the vehicle holding a handgun and called out to a man nearby, then fired at least one round at the man. The victim was not hit and took shelter in the Lighthouse Navigation Center.
Multiple people witnessed the incident. A bystander with a valid concealed weapons permit drew his weapon and confronted the suspect, who then dropped his handgun and officers arriving on scene took him into custody.
Officers located a 9mm handgun on the ground near where the suspect was taken into custody. Detectives performed a search of his Jeep at the scene and located body armor, a 12-gauge shotgun and ammunition.
The suspect was transported to the Deschutes County Jail on Attempted Murder, Unlawful Use of a Weapon, Felon in Possession of a Weapon, Felon in Possession of Body Armor, Recklessly Endangering Another Person, Pointing a Firearm at Another. He was also cited for unlawful discharge of a weapon in city limits.
