On May 9th at 4:13 PM, an officer with the Bend Police Department observed a vehicle driving recklessly near 4th Street and Franklin in Bend. As the officer attempted to catch up to the vehicle, a white Lincoln Continental, the suspect drove into the parking lot of Chevrolet Cadillac of Bend located at 345 NE 3rd Street in Bend. The suspect drove through the parking lot and exited the lot onto NE 2nd street where it stopped.
The suspect, later identified as Luke Anthony Martin, ran from the vehicle and entered a nearby motorhome that was parked on the east side of 2nd Street. Officers with the Bend Police Department surrounded the motorhome and contacted the owner of the motorhome, Alhana Atkins, who came out of the motorhome when police arrived. Atkins advised that Martin was hiding in the motorhome. Despite several attempts by officers at calling Martin out of the motorhome, he would not come out. At 5:20 PM, members of the Central Oregon Emergency Response Team (CERT) responded to the scene to assist officers as Martin has a lengthy criminal history including weapons charges.
At 6:21 PM a search warrant was obtained and at 6:24 PM, CERT members deployed a chemical powder irritant into one of the windows of the motorhome in an attempt to get Martin to surrender and come out. At 6:26 PM, Martin exited the motorhome on his own and was taken into custody. Martin did not sustain any injuries during the incident. Martin was transported to the Deschutes County Jail where he was lodged on the following charges:
Burglary I
Felony Elude
Reckless Driving
Probation Violation / Felony
Possession of a Controlled Substance / Heroin
Delivery of Controlled Substance / Heroin
